Tie a skin to a form/application?

Can I tie a skin created with a stardock app to a single application or form and bundle this skin with my application? Are there any license restrictions on this?

If yes, what package should I go for here?

I did try to find this out for myself, but there's such a myriad of applications here that might cover my needs, so though best to ask the experts here first:)
