How do I increase my Fleet Cap?

Ok, I've just gone through all four tutorials for the second time, and it doesnt say anything about how to increase your fleet cap, and you MUST be able to, because I just played a random 10 man map, and my whole fleet attacked a planet and were sorely outnumbered.
My fleet consisted of four light frigates, a defender cruiser, a heavy cruiser, and a battleship, and with that, my fleet cap had 6 spots left, not even enough to train a colony ship.
When I entered the system, I found that the enemy's fleet, JUST IN THAT SYSTEM, consisted of about a dozen siege frigates, a battleship, half a dozen light frigates, and four or five carrier cruisers, just from what I saw before i got my ass handed to me.
Now I'm no math-wiz, but if my cap is 100, and siege frigates occupy 12 slots, the dozen frigates alone is wrong. So i'm guessing there is a way to increase your cap, and I just havent found it. I've looked in the instruction manual, and as i said, i've done the tutorials twice. What the hell am I missing?
