Regarding Ranger Ship Finds and Minor Civs.

How's it going guys? I've been lurking around these forums for awhile, and decided to make an account so I could ask some questions I have.

My first one is about the finding of ranger class ships. Is this a random event? It seems to mostly occur for me when my military might has not reached it's full potential, and I could build a much larger fleet. One game I literally got the event over and over again for about 10 turns. Since it was still early game I wiped out the entire Korath clan, the most powerful race in the game prior, easily.

My second question regards minor races. Can they ever advance very far? One time I saw the Scottlinigans (or something) colonize a second world, and have a decent sized military, but that's it. Can they ever become powerful enough to become a concern?

Rangers are largely random. I imagine they're influenced more by something than anything else, but I have no idea what it is. Lucky Rangers (which are apparently not the same...but close enough) are influenced by the Luck stat. You can expect a fair number of them spending 1 customization point for Luck or taking the Universalists. Playing Altarians gives you a nice boost as well, and if you really want to see them, you may as well play with all three.

But the primary effect Luck has is to increase the minimum damage roll on weapons (to maximum * Luck %, truncated).

However, at some point (I think it was in DA, but I can't remember), Lucky Rangers were changed so you couldn't get any before the 3 year mark (IIRC). I don't know if the normal Ranger events are still allowed to happen before then or not.

As far as minor races go, they've gotten a bit of a boost in the second latest TA, right before beta 5. They still don't colonize (or rather, build colony ships-apparently they'll use one if you give it to them, but only sometimes...who knows), but they've gotten far better about building up a military and not constructor/influence starbase spamming.

Why, just the other day I had a game where the Scottlingas just about obliterated the Torians, and it was glorious.
