Capatal Ships? Only ones that can colonize?

I just started and built by 1st capital ship, the battlecruiser. Do I have to wait long before I cand build a ship to colonize now? Thnx.

The frigate factory features a colony frigate. Is the one on the second/bottom row, furthest to the left (i.e. bottom left)
