Surrending, a way of cheating?

Ok is it me or does saving a game and then surrending to see all the planets/empires, then reloading that game a form of cheating? Now be honest, have you done that in a game yet (non-multiplayer of course)?
Because I know I had 
Now I know its something that you can avoid doing, but sometimes you cant help it....
