No logistic slots... why cant build more

hi to all.

i will tell my problem and i will try to be brief....

ok.. i have 4 planets... and fuly developed but cant build more logistic buildings.. i need one more military and civil research stations but when i try to build them it says NO MORE LOGISTIC SLOTS.. when i hower with a mouse over the planet it says 16/20 logistic slots avaliabile......when i go to planet and try to upgrade Logistic capacity it says FULLY UPGRADED... so i try to Scuttle one of the frigates bulding factory and i did... but the game still wont let me build......
