Governor not working

The latest game I am playing I kept finding that systems were not building social programs even though the queue contained lots of stuff,

I am not not sure I understand the question. In the governor screen I usually just leave the default governor selected and add social projects to the social project build queue.

I seem to be the only one who noticed. I noticed the governor was not working late in the last game. Maybe the game I am playing now will be okay.

Generic just throws stuff into the queue as it becomes available.

Scott is working on the governors screen, so it should fix a lot of problems.
