A ? on Colonization Bonuses

When the bonus screen appears(with the good/neutral/evil choices), after one has chosen a planet to colonize, what exactly do those bonuses apply to?
1) That particular planet
2) That star system
3) Humans, as a race

I am assuming that its #1, but im not certain.
TIA
