Weird Money thing

In my most recent game something weird has been occurring for the past few 'years'.

My economic sliders (ie tax and spending) are set so as to give me a net income of 50bc...yet every turn I lose up to 60bc. I'm wondering if this is a bug and therefore a problem? or am I being destabilized? Has anyone else experienced this?
