Governor Overriding Wonders and Trade Goods

I have the "Gov. Overrides Projects" options OFF, but my governors seem to be fascinated with overriding my wonders and trade goods production. I am not sure what causes this, but it seems to occur after extensive adjustments to the spending slider. This is definitely not triggered (at least not soley) by fiddling with the governor build queues. All I have to do is play around with the sliders, move a couple of ships, then if I'm not careful at the end of the turn, the governor will replace my wonders or trade goods with a normal project. What is going on? This is a nightmare from another game! ;p

This governor behavior (swapping off to something else) happens when you *change* that governor's priority/build orders. They don't seem to swap off building something in their list example: inserting your newly discovered banks at #2 in build priority, will not make your governor swapp off building the now #3 entertainment complex, but it will get you to swap of 'Aphrodisiac'.

I really haven't decided if I like this (feature) or dislike it ('percieved bug').
