GIA spending

When I look at my spending, I see GIA funding is 0, and I can't find any way to increase it. Am I missing something?

I think that was supposed to be "Galactic Intelligence Agency" but the espionage and de-stab is now shown on its own lines so GIA isn't used AFAIK.
