Can someone explain Influence in regards to Diplomacy?

Can't really get much detail from the manual on this. When you 'trade' influence, what exactly are you doing? Are you simply taking some of their influence from them, in the sense that their empire now has less of a chance of taking over another empire's colonies culturally? Or is it like a form of currency, and there are no real repercussions other than you have less of it to trade?

The influence you deal with in the diplomacy screen represent votes for the upcoming UP meeting and are independent of the F8 map influence that can convert colonies.
