Domestic Policy window- expenses: GIA? What is this expense?

I don't think I've ever seen it waver from 0... anyone know what this expense is for?

Hope this isn't TOO stupid a question.

The GIA is supposed to be the Galactic Intellegence Agency. According to the manual, this was supposed to be the Espionage and Destabilization expenses, but since those get separate values, it's superflous. I'm guessing the Devs forgot to remove it.
