Question about starbase repair

If I build the Repair Bay module, will the (Ship Repair +1%) bonus apply to the starbase as well, or ships only? Thanks in advance.

OK, I believe I was able to answer my own question by watching the repair rate of the upgraded starbase. Thanks for nothing, guys!

It would seem that the ship repair +1% does apply to starbases as well. Please feel free to correct me if I'm wrong.
