Terraforming Event

I have played several games now, and in every one the AI has managed to get his hands on some crazy quality planets!

From what I have seen so far it looks like most planets you find when starting the game are commonly up to about class 20, then with colonisation events such as the worms one that increases planet quality, that can be surpassed. However, in the last game I played, the alterians had a system with two class 32 planets, a 24 and a 19! (this was only after about 20 turns or so).

I can only assume that this occurred because of that event that enhances the system, but as that has never happened to me, how does it work exactly?

Does the entire system get enhanced as a trigger event when you colonise a planet in that system? Or is it one of the randomly occuring events like the soldier one (half lifespan for increased soldier quality).

Every game so far the other races have had a lvl 30+ quality planet in at least one system, and they would not have had a chance to get more than the first two +10% quality enhancements at that point in the game.

Just curious how they do it. Any insights would be appreciated! :)

It's a random event, like finding a Ranger or fleet of Corvettes. It affects UNcolonized worlds within one sector of a specific system. The affected worlds go up 15 classes, making all of them potential targets. You usually will see a screen pop up, even if the event happened for another empire.

It's possible to find planets with quality higher than 20, just not common. And the Alterians could have had the +15% planet value ability.
