i just cant do it, i know its the third tab under upgrades, but when i click it , i get require one point in basic provisioning, whats that? thanks

The first research for lgistics is basic provisioning I believe, research it and then research the next and so forth.

Basic Provisioning is the first fleet capacity upgrade available for the TEC. Remember, you upgrade sequentially, i'm guessing you clicked a higher one, which can't be researched since you haven't done the first.
