Since when can people rename and post others work as their own?

Just came back after a month out of town and was looking through all the stuff that has been posted in January. Just want to say there are alot of nice new things up and thanks to all the creators.

(Sorry was going to make a post to say just that but figured i would add it here since i needed to ask a question also.)

While going through all the new stuff i found these two pieces posted:

both of which were done by taking my Late Night Rest Stop Wallpaper found here:

and altering and renaming it.

I see he did acknowledge that it was my photo but he never asked for my permission to use it. On top of this I dont really see the point as he posted it saying he thought it would make a good wallpaper which is what i had already posted it as.
