Menus and submenus when clicking on a planet

When you clikc on a planet or any structure and you go to one of the submenu buttons, to say build a ship. Then you click on another planet you end up at the same menu structure. If you click on a planet then a submenu to build something like a ship, click in some blank space, then click on a planet, it reverts back to the base menu, where you see your planet, your ship factories your tactical options and the like.

I don't know if this is supposed to be this way, but I find it a little annoying, to be at the same menu/submenu level if you click on planet after planet you own.

I'm pretty sure it's a design decision and supposed to be like that. I actually like it this way, because usually when I select planet after planet I'm doing the same thing with them.

As far as the ship building menu, I do believe if you go into ship building on a planet, and then click a planet without shipyards, it should go back to the base menu since there are no shipyards at that planet, so that's handy :P

For example, running around and making sure "everyone" has their darned civics and exploration upgrades done? :D

It's as designed. The expected use is to select all of something (like planets) and then tab through them to perform all the neccessary upgrades etc. It makes the process much more efficient.
