Problem with Minor Race and Jagged Knife

I have been playing with no minor races recently and have run into the following issue.
When the Jagged Knife event triggers, they take over my planet, but I can not open communications with them becasue the minor race tab is not available on the diplomacy screen.
Is this the intended behavior? I thought the Jagged knife became a minor race in the game and you could then negotiate with them to get techs and stuff.
