Dual Monitor Problem

I am running a dual monitor system. Whenever I run any browser with another program (such as a word processor on different monitors) when I shut down the processor the other windows freeze and turn black around the edges. I have to shut them down (slowly) through task manager. This does not happen when WB is disabled. Any Ideas?
