do i need to have a program installed to use the skins because i have a .wba file that i downloaded but when i browse for themes it says i need a .theme file

Yep, you need the Windowblinds program to apply .wba files and theme manager to apply .theme files. If you are going to 'theme' your PC it would be worth your while investing in the program that most of use here.....called Object Desktop and you can purchase it at Stardock. Theme Manager only applies those parts of .theme that you have the necessary software for
