why are there so many undeveloped improvements in the planetimprovements.xml?

this is strange

while looking through the planetary improvements XML file i realized that there were alot of developer notes and ALOT OF UNFINISHED IMPROVEMENTS!! some of them are linked to
non-existant techs like "XenoPropaganda"
Is this because the developers were lazy or is it for some other reason?
i mean it's gotta be kind of easy to just enter the different strings and values for these improvements. then why were they unfinished and left out?

as we speak i am in the middle of enabling most of these improvements for my new mod "the bringers of light!"
But i'm still wondering why??

Hidden, unfinished features linger in games for many possible reasons:

* Not enough time to finish, test, and balance the idea. Or to put that another way: something else had a higher priority.

* The idea was tested and didn't work. It was overpowered, underpowered, or added more micromanagement for no real benefit.

* Another feature was added, which did the same thing better.

* Partially developed and slated for future release, after more testing and balancing.

I wouldn't assume "laziness" as a reason, without some evidence to back that up. These partially finished bits linger in almost every game. It's easier to leave them in, than spend time cleaning up the files and codebase.

Well, there's another reason (Dsep's post). Maybe they want to offer ideas and hooks to modders, but don't have time to implement and test these things while still delivering the core game they want to put out.

I know that Xeno Propaganda is an available technology for Drengin (and Korath, I think) in the current TA beta.

I'm Talking about DA!! not TA!
For example: the omega shipyard, Pain amplifiers, artaficial satellites!!!
These things all sound pretty cool and that's why i'm enabling them for my new mod.
