Torian Morale Balance Issue- Temple of Memories vs Healing Pools

One thing I noticed- the Temple of Memories and the Healing Pools each provide a +15% to Morale.

The advantage of Temple of Memories is that it's start game avaliable, but Healing Pools is also an early tech- and usually one I beeline too quickly- I get by turn 50. The Torian Morale pools also lack a maintenance cost, whereas the Temple has one of 2.

I'm thinking that Temple might be too weak. Perhaps the Morale Boost should be upped to 25 or 30%. Torians do need 100% morale early to be most effective.

That said, the Torians do seem like a passive-aggressive race of rushers. their low tech rates late game without going neutral seems to make them want to strike against someone fast. They're definitely the rush race of choice to me.

Temple of Memories definately needs some kind of boost, as it is currently just a vastly weaker Healing Pool. I like the suggestion that each temple provide a civ-wide boost to Morale of a few percent, but making them 25% or so would work, too - at least then they don't become obsolete when Healing Pools are researched, which is especially annoying because Temples don't auto-upgrade to Healing Pools.

I'd kinda like it to become a Super Project/Galactic Achievement that gives something like... +10 or +15 civ-wide Morale.

Also, while it is on my mind... I really wish the game would have noticeably different terms for Local Attributes and Global Attributes. "Economics" and "Economy" are too close, for example, and "Morale" is the name of one of the Civ Attributes as well what Approval-boosting buildings give to the planet they are on.... drives me bonkers some times. Ah well, enough ranting for today.

How about having it be moved to the old tab when you get healing pools and stuff? Its little more than a stepping stone to something better anyways.

It would make sense as a super project that gives a free +15 to all planets.
