You need WindowBlinds to apply the skins. Get it from StarDock and install and reboot. Before rebooting disable the virus scanner. You can enable it back after booting.

After the first boot, WindowBlinds configuration screen should come up. There are many skins installed with WindowBlinds that you can apply without downloading new ones. There should be a new icon in the task bar notification area that you can use to bring up the configuration window.

desktopx make a desktop user interface - objects, widgets, gadgets

it doesn't make windowblind, bootskin, logons, iconspackages, etc, etc, etc

But you can get the programs for bootskin, and logonxp for free, and a sample version of window blinds for free among other things.
