Minor update

I made a few tweaks to the AI and we increased the habitable planet count back to what it was in 1.6 plus made class 26 planets slightly more common.

Great. Now can you fix the ship-upgrade crash bug, the disappearing ship designs, and the automatic lease payoffs(when choosing ethical alignment)?

I was distraught when I tried to play a large abundant galaxy yesterday and only found 1 habitable planet that was worth colonizing. At first I thought that something must be wrong with the game. Becuase if this was abundant you would start with something like -1 colonies on rare!

It's looking good to me. It's also running much better than 1.6 did for me. Though, one little glitch, the colony list in the civ manager fails to update. I have to exit and re-enter for it to reflect changes. That's the only problem I've run into so far.

Everything is looking really good now. Habitable planet balance is back to normal. Everything is running nicely. And i like the idea of more PQ26 planets, they are my favorite .
