PC says skins are applied, but appearing as classic

Ok so, I checked my right click > properties > appearance, and it says my appearance is set to VectoCell.

But, all my skins, my toolbars, menu borders, are all windows classic.

Whats wrong?

Where did you obtain this copy of WindowBlinds? You should have better results if you remove this copy, reboot and install either the 'trial' version or purchase the full version at - WindowBlinds
