How do give a custome civ more techs to start with?

I have a questions, I'm no modder or anything but I do like creating CIV's in the game. I noticed that some custom CIV's that I have downloaded from this site as well as others have techs that would cost more than the points a civ normally gets when you create it in the game. When I look at the CIV's tech points they are in the negative range. My question is how can you give CIV's techs that go beyond the Tech point range that the game gives them? Reason I want to know this is so I can create CIVs that may have a certain tech that others don't start with to give a varity to the CIVs

I'ts just a matter of adding it in the civ's .customracexml /.raceconfig (depending on DA/DL) file. Open it up and have a look--should be pretty self-explanatory when you see the lines where starting techs are listed.
