help with mods on vista

hi im running my gal civ II (up to date) on a laptop, i have kyro's hull mod installed, but every time i try to run it, it either cannot read anything cuz everything says access denied, or when i try to run as admin it says path not found, and also the ships and ship packs i DLed and put in the my documents\my games\galcivII\ships folder dont show up when i play ingame

Where did you put the mod?

Did you run the batch file as directed in the readme?
