Would BTS-style espionage work in the new GC2 expansion

Curious how espionage will be fixed- it was nearly gamebreaking in DA, I enjoyed the rest of the expansion pack but the espionage stunk.

Thinking a BTS style passive/active system could work...

Has that been decided yet by Stardock?

Having to produce spies, as in BTS, is actually MORE micromanagement than the DA system IMO. I do, however, approve of the idea of passive counterintelligence.

Really, all they need to do to fix 90% of the complaints I've seen on the espionage system, is to allow you to assign a spy to simply collect info on the civ, at a lower probability of detection, without sabotaging anything. Possibly you could plunk him down on the planet capital.

I'd like to see it split between active/passive, with a way to keep all the civs from dogpiling on you. The exponential cost of spies makes spying on someone who's already been spied on gamebreaking. (This is the main exploit that would happen in MP if GC had it)
