Differing tax rates between planets

I set my tax rates in the domestic screen at 45% but for some reason each of my planets reflect different tax rates when i hover the mouse cursor over tax income (from 38% - 52%).
Is there some way to change the tax rates of individual planets? I ask because I remember reading a strategy about keeping some planets at 100% approval (to maximise pop growth) while others at 50% (to maximise tax income).
