I want to combine a theme's element with another's; what software can i use?

I have the Vista Inspirat skin, and i want to replace the Inspirat theme's window bar with another theme's window bar.
particularly this one

is there any software that someone could recommend?

i like things free btw...

Is this a WB skin or a msstyle skin or a transform pack?

SkinStudio will do what you want as long as Inspirat is a WB skin, if it is not then you may not be able to.
