Start Menu not right
What am I doing wrong?

I installed VTP 7 and WB 5.1 (latest version whatever it is).
Sometimes I get a proper start menu. Other times I get this small, incomplete menu (will post pics later).
If I get the "bad" menu, I can correct it by going into control panel>system>performance and clicking apply themes (I don't know why it won't stay checked) and going into taskbar properties and changing the number of icons to be displayed. After a few tries, the good one comes back! I can not figure out how to make it look right all the time. I would not mind using the Classic menu, but when I enable that, it gives two error messages on each re-boot.
I am using an IBM THinkCenter, 3 GhZ HT, ATI 1550 video card with 512 RAM, and a Samsung 19" WS monitor set to 1440X900 32bit
