for free? it depends on when you purchased it.

go to the support page and enter your email - they'll send you a link to the newest one you are entitled to

or use Stardock Central browser - if you register your app(s), it will tell you what's available to be downloaded

If you have ObjectDock Plus 1.5, then you should have no problems upgrading to 1.9.  As Bichur suggested, using Stardock Central is the recommended way as you will always have the latest updates.
