Auto placing of improvements

Started a new game (Actually, three of them, to see if this was a constant glitch) after the update the other night and now the computer seems to auto-place my research stations, hangers, etc. Is this intentional or a glitch? I can't say that I like this arraignment one bit.

There are two buttons to the left of the improvement and ability pane. The bottom one is the ping button, the top is auto-placement. Check to see if the top button is depressed or not
