[Ability26] Government

Hi,

Is ability 26 - Government another not-implemented value?

Unlike Crime and Cabinet it does have some descriptive text (other than Not Implemented Yet).

Anyone have any experience with this?

AFAIK this ability has not been used in the game by the devs.
