What is command line parameter?

Because i'm not American(Nor English)I don't know what is command line parameter..

PLZ somebody teach me~...I really want to play game in cheat mode...

Note that when installed the shortcut will be pointing to gc2launch.exe (the launcher) and needs to be changed to the executable (galciv2.exe).
