Stealing, Altering and uploading as your own?

I guess i'm a little flattered by this, but at the same time will not let it slide. Someone has taken an icon design of mine, altered a little and then uploaded as his own...May I have a little help from the mods please....

As always . . a PM is the perferred method of alertign the mods.
Links removed while this is looked into.

A PM avoids any embarrasment in case of mistake but either party.
