Influence question and Great Bazaar

Regarding influence, let me pose a scenario to best describe my question. Lets say I have a planet with "good" influence levels, and there is a foreign planet quite a ways away, even out of my area of influence on the minimap. Am I having any affect at all on that planet, or does he have to be within my AoI? Likewise, as my planet's influence values increase, I see my AoI increase on the minimap... is the effect I have on enemy planets within my AoI the same no matter where they are, or is "closer better"? Finally, back to the first example with the distant enemy planet, if I build an Influencer base near him, but out of my AoI, am I having any effect on him that way? My understanding of the base's bonuses is that they are all a percentage bonus... if I have no influence outside my AoI, it seems those bases should not help at all (ie, a 10% bonus to 'zero' is still zero).

Regarding the Galactic Bazaar, it is supposed to double the value of any diplomatic overtures you make. I have been successful in building it in my last three games, and I really have not seen any decrease in the pathetically unbalanced trades I have to offer, even if my diplomacy is superior. Can anyone confirm it is truly working?

As concerns useful influence, there is nil effect on a planet until you have 4x the influence on a planet as its owner does, so if it's outside your AoI completely, you're definitely having no useful effect on it. In order to get that much, you'll generally need to have the enemy planet well enveloped in your AoI (your AoI is simply the area where your influence is stronger than anyone else's), or surrounded with influencer starbases.

Bazaar was working last I used it myself, though I haven't tried it personally since tech trading was nerfed in DA 1.5x.
