How do you add modules onto your starbases?

Probably a stupid question, but I haven't been able to figure it out. All of my starbases say they have 0/x modules installed. I've researched starbase fortifications along with all the surrounding techs. I still don't see anywhere I can click to add on the modules.

What am I missing?

Just send more constructors to the starbases to add additional modules (1 per constructor).
