What application?  IE7?  Those don't skin.

If its IE6 your talking about you can change your icons from large to small and then back to large again by going to your toolbar and doing a right click > Customize. This will apply the correct toolbar icons for the theme you are using. Also in WBconfig ( Toolbar settings ) make sure you dont have it set to use only the toolbar icons you specified.

Please open the WindowBlinds Configuration screen and click on View my system information.  Copy/paste that info here.
