How do you use the 'create custom ship style' tab in custom race mode?

I noticed when I'm making a new race (which I do often) that the 'create custom ship style' button under appearance is greyed out. Is this because I have to unlock it or something. How can I get it to work?

It is only intended for use with the AI players (it lets you set which templates they use for which type of design), so it is only enabled when editing an AI race, not your own.
