tribute from the minor races

I've noticed that when i have multiple minor races that when i trade with them for tribute. The maximum amount they will trade for seems identical. Eventually in a later build it might be nice to have each minor race settle for different amount. I know they are there to be exploited, abused, exterminated, but i think this might make us keep on our toes a tiny bit more.
