researching races

I recall that early in the beta it was suggested that there would eventually be diplomancy technologies specific to a particular race. These would be cultural technologies where you could research a number of Drengin (or other) cultural technologies which would increase your relations, diplomatic reactions, and possibly cultural crosstalkj between you and that race.

I would love to see these added as it would further enhance the diplomatic richness of the game. It would also increase the effectiveness of trying for a diplomatic (alliance) victory. Consequenly, diplomatic reactions between races should be worse without these technologies researched.
