Cannot download Stardock Central or GalCiv II

I get "Internet Explorer cannot display the webpage". I saw some posts about firewalls causing this but I do not run a firewall. I have disabled windows firewall. I run AVG free edition for my anti-virus... don't know if that would be messing with it. Any help would be appreciated.
