Where Can I Find a Theme/Skin Like This??

I'm new to the forums & sorry if this is a dumb question, but I really like this theme/skin:

I like the text format & it would clean up space on my desktop if I could figure out how to get this. Was this made using the Windows Blinds, if so I would buy it, just a little curious here.
