Will a common enemy increase better diplomatic relations?

I'm trying to get a feel for what increases relations and what doesn't. I thought weakness made you a target towards hostilities, but that seems to only be the case when dealing with militaristic civilizations. However I noticed sometimes the nations will all go for one nation first "Which is the Korx"  

So in essence I was just wondering.
