If you installed WindowBlinds from its standalone installer than you can remove it via Add/Remove Programs. If you installed it from Stardock Central, then that's how you uninstall it since SDC is a download manager/installer program.
From what you described, and what little I know, some application that loads on boot on your laptop was interfering with WindowBlinds when it was trying to apply your chosen skin. If you contact [email protected] with a description of the problem and the apps you've got loading on startup, they may be able to help. From the sounds of it, you've got quite a few apps loading. 
Something at bootup is loading which Windowblinds has issues with. My guess would be a browser attachment/plugin and/or malware.
Most machines running XP should boot in under 3 minutes [mine has a crap-load of things on startup but is little more than 3].
Run the proggy called 'Hijackthis' [available via Google...free dl]...and post the results here.....I bet it'll make a lengthy read...
