need help with 'Nightmare on Dithir' mission

in the mission, im supposed to place 4 spies on Dithir, but i can't because Dithir only has 3 buildings which i can place spies on. is there any way around this?

I've given them lots of money (IIRC 10,000 BC), and eventually they've built there that last lab.
