Colony maintenance

Hi all,

What determines the amount of colony maintenance? On my homeworld it's like a cost of 2 but on a colony a few parsecs away it's around 12 with no improvements. Where is this money going? I thought maintenance depended on upkeep cost of improvements. At least that's what this horrid instruction manual would have one believe. I do hesitate to call it an instruction manual. I find more info out on these message boards.

The 'initial colony' building has an upkeep cost of 12, while the civilization capital has no upkeep cost itself.

For the Good ethics bonus, what constitutes the "5 largest colonies with zero maintenance?" Is that the 5 largest colonies in population, or the 5 colonies with the highest maintenance?

Does that mean the 5 largest planets or just the 5 initial colonies?

I'm thinking that if its the initial colonies of the 5 largest planets there might be a way to milk this. Say build economy starbases around them and build capitals, stock exchanges and farms ... no manufacturing or tech research improvements. I wonder if the advantage applies to bonus points(mp,tp,ep) for the colonies as well?
