Need some direction

hi guys i need some direction about the following,

i m looking for a tool that displays my photo in the right-bottom corner of my computer , just above the task bar. The window displaying the photo should have no title bar. Also it should have the options to resize , change its transparency, stay always on top of all windows.

do you guys know any tool available for windowsxp? i couldnt able to form a correct search string to find out myself in google.
